"This is the first time we have ever measured a wave of 19 meters. It is a remarkable record. It highlights the importance of meteorological and ocean observations and forecasts to ensure the safety of the global maritime industry and to protect the lives of crew and passengers on busy shipping lanes. We need high quality and extensive ocean records to help in our understanding of weather/ocean interactions. Despite the huge strides in satellite technology, the sustained observations and data records from moored and drifting buoys and ships still play a major role in this respect.”

——2016年12月，世界气象组织宣布，确认2013年2月4日在北大西洋海域一个自动浮标记录下的19米高的海浪为新的世界纪录。记录下新世界纪录的浮标隶属于英国气象局的海洋自动气象站网，而浪高的前一18.275的世界纪录，是2007年12月8日也是在大西洋海洋观测到的。针对新的世界纪录，世界气象组织助理秘书长张文建博士发表了上述看法。
